It was originally planned as a single project, but split into two this summer due to spiralling costs of materials and construction due to inflation. Keeping it as a single project would've broken the budget which I think has been in place for a number of years, at least since the concept stage of the project. It's either split it into different workable "projects" or not do it at all.
