To everyone saying this is stupid unless we have good public transport...you're misunderstanding the direction of the causal relationship.

What determines if public transport is good? The supply of public transport which as it grows offers more frequent service, and would allow more routes to be operated.

What determines how much supply we get? How much demand there is for said transport as it needs funding.

So, making it slightly worse to drive, nudging people to use public transport, which increases demand, is what ultimately will result in improvements to public transport provision.
