Really not true.

The council could be operating buses itself but one of the major fundamental issues it would still face (definitely not the only one, but one of the biggest) is that buses are hugely impacted by the volume of cars on the roads. That and the space devoted to traffic flow - as opposed to bus dedicated space.

Part of the plan is to reallocate road space for bus movement on main roads. Essentially beefed up bus lanes, with physical segregation where necessary and traffic light priority. Road space is finite, and so this can only come at the same time as deprioritising how road space and infrastructure is geared to favour cars.

There are multiple strategies already at quite advanced stages to improve bus services. Some of it recently or now being delivered (prioritisation, bus stop build outs, etc.) and some of it a few years away but coming soon (integrated ticketing).
