I am sure someone on this sub once mentioned that the break up of the various councils was some sort of Tory thing so they could get control of councils, so splitting East Renfrewshire out from Glasgow because it's an affluent area would make it more likely to be a Tory council. I am probably butchering the explanation as it was a while ago, but that's kind of how I remember someone saying.

But I agree with you, there are far too many councils, and it's something that definitely impacts Glasgow since a number of residents of other councils will have Glasgow as their place of work and leisure which leads to a discrepancy in where council tax is paid as opposed to needed (although that doesn't excuse GCC from being inept). So I would have like a Glasgow Metro council which would tie up the areas round about with stronger community council voices to ensure areas who currently have a separate council still have a say in their areas.

No idea what to do with Ayrshire or Edinburgh because I don't live there and don't know what issues they have with their councils, so specifically dealing with Glasgow in my comment.
