We have that, it's called modern studies. By elections always have low turnouts, especially if it's to replace someone who passed away.

I'd say Scotland was a pretty tuned in country politically - especially since the referendum. Turnout is usually over 60% for most elections and if people don't vote, it's pretty simplistic and reductionist it's because of ignorance over how governments work. It could be they don't want to vote for any of the parties on offer, they don't feel it makes a difference...

In recent years it has become a bit more difficult to separate the SNP, Greens, Labour and the Lib Dems as they all have broadly similar views on everything with the exception of the constitution. As a result, the constitution in Scotland has become a bit of a shibboleth and if your support for Scottish independence isn't unfaltering then you're quisling number 1.

Debates have become a lot more toxic too. So maybe people just don't want to get into that.
