If there's no other schools that will take them, I don't think they can do much. Kids have to be in education or else it's the parents that face the punishments.
I don't know if the criteria for making a [referral to a Children's Reporter](https://www.scra.gov.uk/about-scra/how-to-make-a-referral/) have changed but there seems to have been a constant decline of children reported since they peaked in 2008.
Plus, there's this rather crap attitude about "not being a grass", even when it is in everyone's best interest. Even if these kids were reported, only extremely serious cases would end up with a negative record. |
