I'm not in a tenement but in a flat with close lights. They're on timers and the electricity is invoiced to the factors then split between us. They also control the timer which I assume is in the cupboard we don't have access to.
My factors have adjusted ours in the past - I think they send someone out. How it works in unfactored closes I don't know - presumably tenants have to change their own bulbs etc? |
