2+ years of bottled up roadworks, large scale construction projects, utilities repairs, etc, delayed due to Covid, now all being underway at more or less the same time.
That and the fact that road vehicle numbers have returned to their pre-pandemic levels in Scotland (IIRC they actually surpassed pre-pandemic levels around September-October).
