You can't complain about children playing. If you want to start a fight, bang back. That said, our upstairs neighbours have a kid and wooden floors and they apparently practice an Olympic level floor routine most weekday mornings so I can see it being annoying, but kids are kids, what you gonna do?
If they say anything tell them to call the council.
