Like I said above - the real world application of the rules is retrospective. So the vast majority of people don’t apply for planning permission. There is no penalty for not applying for planning permission if the windows are compliant. So theres no benefit or need to apply.

Thats just how it works it practice. If you’d like to apply for planning permission then knock yourself out.
