It's got nothing to do with where you live. If the fibre network gets rolled out then anybody in your building can get it. In tenements they will run a surface fibre cable to your flat.

It is a bit confusing but you need to think about it from the network that you are connected to. The most common network is the Openreach Network which is exclusively ADSL. This is the network that BT uses. Other providers are able to use it too such as EE and Vodafone and provide ADSL connections.

The new City Fibre network is completely separate from Openreach. City Fibre are the equivalent of Openreach and do not sell directly to the end user they only manage the network. You therefore need to approach a provider who has signed up with City Fibre. There are a few with Talk Talk and Vodafone being two of them.

If you switch from BT to Vodafone using the Openreach network which you are on just now then Vodafone will allow you to hop to the City Fibre network when it becomes available.

If you stay with BT then you will need to terminate if full fibre becomes available. You will need to raise a new order with Vodafone as BT are joined at the hip to Openreach.

It's a bit like changing your electricity provider except there are two different supply cables to your home. You can choose which supply cable to use and which provider you want from the list of choices available. Also some providers can supply you using either of the cables whilst some providers can only supply you using one of the cables. In this particular instance and in relation to broadband one of the cables is faster than the other.
