I cant help with advice in relation to your question about moving BUT contact your local MP about your situation with the bins and the general crime in the area. Lay it on how its impacting your mental health etc and the money worry is making it worse.
Same thing happened to me years ago and i contacted them explaining i couldnt afford it and it was due to a crime etc. Long story short they linked in with the cleansing who provided me and my neighbours with replacement bins. They werent new(basically ones they had lying around) but its saved us all 50 quid!
