Comment	Do you mean the barrier is just open or do you mean it lifts when you approach the exit barrier? In a lot of car parks now the system has a camera that reads your registration when you get a ticket as you enter. When you pay and drive out another camera reads your registration and knows you paid so opens the barrier.
