I used to own & live in that area and it always seemed like it was just about to improve and then...nothing. It seems like it is just about to improve again, we shall see. For that reason I would hesitate to offer more than 10% over, but you've been looking for a while and can totally see why you want to get it sorted. I would have thought 15% would have been more than enough.

Govanhill, and the bits of Strathbungo & Crosshill at abut it, is a weird place as far as property goes. People priced out of other areas are now looking to Govanhill due to it's excellent transport links and closeness to various amenities, this is driving prices up.

One option is to buy a shithole in an otherwise sound(ish) block. This will require work, sure, but a bit of graft (by yourself or trades) can sort that.

If you're ready to move (staying at home or renting) put in your best offer, mention that you can move immediately, have the mortgage already sorted and you want the property taken off the market or your offer is pulled. You can always offer again if it goes to closing date. *Never* register interest in the property, that just triggers estate agents to put up a closing date and try to provoke a bidding war.
