Whatever you think it'll cost it'll be at least a third more. Start by getting prices from kitchen and bathroom companies etc... If it's a good structure and you do a lot of work yourself you could maybe do it for under 8k but need to be very tight. More likely 15k up to 100k depending on what you want.

Putting in new radiators can be more expensive than the boiler. Need to take up floor boards and potentially lay new pipes. Minimum for that alone will be a couple of grand.

Be careful with the flooring in tenements. If you look under the floor boards you'll find a lot of rubble and ash. This was put in on purpose for sound proofing. Lots of renovations have removed this without replacing it.

Prices have rocketed over the last few years so the only way you'll find out the cost is to start getting quotes.
