The thing is, this will greatly improve the experience of people who choose to spend time in and around the city centre, and will so make it easier to get into the city centre (less traffic = vastly improved bus services).

Not everyone in Greater Glasgow will be enticed to abandon out of town shopping centres, but it's about repairing the city centre and making it not only attractive and easier to get into and to walk around, but to become a much more pleasant place for people to live.

Glasgow has one of the least densely populated city centres in Europe, when compared with cities of comparable size and total population. This is about reversing that trend, and making the place more liveable and walkable.

In terms of deliveries, there's also a parallel plan to encourage different methods of 'last mile' deliveries with smaller, lighter vehicles. As is normal in many other countries already! The idea will be to have freight hubs around the edge of the city centre, where goods are unloaded from HGVs and then taken the last mile or so to their destination by light vehicles or even cargo bikes. Happens routinely in many other cities already, so we are only copying what has been proven to work better elsewhere.
