I'm in a top floor tenement so your experience may differ.
I'm pretty good with the cold but work from home and spend a lot of time sat stationary, so I feel the cold then.

I've found that a couple of a layers (cotton t-shirt and one or two knitted jumpers) are sufficient to keep me toasty even when the flats cold during the day when the downstairs neighbors are away and don't have the heating on.
Long Johns are something I've only just discovered in the last couple of days that have made a world of difference. So much so that I've had the windows open most of the day to keep the place ventilated and been cosy as fuck.

I've been resistant to putting on the heating so far as it's been abnormally warm (2-10c). So haven't had a mental heating bill yet.
