If possible, leave the window cracked as often as you can - not just when you're showering. The paper covering on the ceiling is problematic, because if it truly is just onto timber then the chances are that the mould spores have made their way into the timber, and that's going to be a harder task to deal with..

Do you own the place, first and foremost?

If you do, what I would be tempted to do would be to take the ceiling back to said timbers and get some kind of dehumidifier into the room to really try to dry out the structure of your ceiling - treat the timber with bleach/black mould spray and let it soak in), then replace the ceiling with a piece of bathroom specific mould resistant plasterboard and get a plasterer in to put a coat of plaster over it. Once the plaster is dry, get some anti-mould/mould resistant bathroom paint and give the entire ceiling a good coating. Depending on how much of this stuff you can do yourself, the cost might not be too eye-watering, probably a couple of hundred quid - with the most expensive part being getting a plasterer in to skim the replaced ceiling.

If you don't, then things are going to be much trickier to deal with at the root - especially because you're going to be fighting against gravity to try and get any mould-treatment chemicals into the ceiling. In this instance, it would probably be best to really try and treat the ceiling day on day for a couple of weeks with an anti-mould spray, fire a dehumidifier into the room to draw out all excess moisture constantly, and then give the ceiling a couple of coats with an anti-mould/mould resistant bathroom paint after a sustained campaign of regularly cleaning the area it presents itself.
