It won't be cold in an office so you don't need to dress warm for indoors. It depends on the workplace but trousers and a shirt without a tie are acceptable in the majority of offices I've worked in. Most offices do dress down Fridays where jeans are fine, just ask someone so you know for sure.

You'd do well to get a good waterproof jacket with a hood though. It can be very windy so umbrellas are of limited use.

I assume since you say Feb/Mar it will be early March so the weather will indeed be cold. Late March is utterly unpredictable. This March I had days sitting in the garden in shorts and vest and got sunburned (though I'm a Scot so used to cooler temperatures). Other Marches I have built snowmen.
