I suspect emergency repairs like that come out of a different pot of money than new infrastructure projects. It's not that doing one prevents spending on the other.

But one of the easiest ways to cut road congestion would be to get busses working properly. I'm sure lots of cars on the road are commuters that would opt for public transport if it was reliable.
