It is not. There was a graph last month in r/unitedkingdom, and Glasgow was one of the most expensive cities. It has changed a lot very recently.

Basically the only bigger cities more expensive than Glasgow are London, Edinburgh, Bristol and Manchester (just by 1 pound). Every other place more expensive than Glasgow is like Oxford or Cambridge. Cheaper than Glasgow: Southampton, Cardiff, Nottingham, Leeds, Coventry, Leicester, Liverpool, Birmingham.... and a long list.

If we list the cities in the UK, Glasgow is the 5th more expensive.
