Do you rent or own your flat? Not wanting to sound horrible but those windows are done and need replaced. Can see the wood is rotten. Need to speak to your landlord/housing association to get them replaced. If you own then there is grants available to get them replaced. That will make a big difference to the temperature and condensation.
