It depends on the exact model but turning them on is usually just doing the 'storage' part - i.e. the heat is going into the internal storage bricks. Some storage heaters also have a 'boost' function which will put out heat like a normal resistive heater, but they tend to be pretty wimpy (as it's meant to supplement the storage element) so won't do much

I think dual tariffs don't really make a difference at the moment as both are currently following the same capped price

If you can't afford to run them as storage heaters by charging overnight then I'd probably just buy a cheap oil-filled electric radiator or two (assuming they're available right now) as that will probably work better for on-demand heating
