Short answer: hiring more drivers. There's been a dearth for a while and it's not a hugely attractive job in terms of safety.

Bringing it back under municipal control would go a fair way though. The main sticking point for GCC, according to a mate who's a councillor, was that they don't own any depots, and so when First looked like they might sell up but were a bit iffy on selling the land, it was gonna be an issue.
