Absolutely. Scottish gov have auditors and there's others who will act as "customers" to monitor standards. Though with that said, most if not all guards know that if caught doing something like this their Conductor Team Manager will do absolutely nothing to reprimand them. Person that OP encountered is just a bit of a fanny, and I would hope in the minority amongst the workforce
