It’s the law unfortunately. They can’t wilfully not sell tickets to people while on the train.
They can have breaks and their machine can be not working etc but they can’t just not sell tickets for *reasons* they think are justifiable.
I’ve asked a conductor further up if, in this instance, that’s the same by-laws for this issue
