The responsibility is on the homeowner(s) up to the external stopcock. The stopcock itself, regardless of whether it sits just inside or just outside the boundary, and also anything beyond it on the street is Scottish Water's responsibility. I know this as they sent me a helpful pdf when I went a week without water during the recent freeze. They refused to even consider looking at it till a plumber confirmed no water was going through the external stopcock.
