Gordon street is mixed use and filling it with restaurants just means it’s full of closed businesses until 12 in the afternoon when a lot of restaurants open provided they don’t open for breakfast. I reckon the councils thinking here is that they’re happy with the amount of mixed use and they’ll bide their time until a retailer comes along. Mixed use developments promote the sort of busy 24 hour high street feel that Gordon street is suited for, you can be in a shop at 8am and down the street in a restaurant til 12 at night. How busy a street is also means you can charge higher rent and make more tax so no surprise what the councils thinking is here either.
