I accept the reasoning here, but it puzzles me: once people become well enough for discharge, but still require social care, they should no longer be the responsibility of the NHS, but the relevant local authority instead?
If, for example, the hospital contacted the local council's care department and said *"We have five people ready for discharge today, please provide the care facility to which they should be sent. If we do not receive a reply, we will assume they are to be dropped off at your headquarters."*, the problem would probably be treated with greater urgency on the social care side.
