The jammed main close door could be "just one of those things", but the water damage is almost certainly down to the neighbour and and costs should be getting claimed from their insurance.
Refuse to pay the plumber's bill and tell the factor to claim from the neighbour (more than likely, their insurance). Don't forget to claim for any water damage to your gaff, repainting etc etc.
