The people who come to Glasgow for work and leisure, causing the temporary population to swell are indirectly funding it. Their businesses/employers pay business rates, they pay taxes that go towards central government grants, they spend money in the local area which increases the quality of amenities, jobs and infrastructure for the local population, helping make it an attractive place to live for some. |
