Comment	There is no keeper liability in Scotland (yet) so the burden lies with the driver and not the vehicle owner. The owner doesn’t need to identify the driver to a private parking company. Assuming it’s a single PCN, likely scenario is you’ll get numerous threatening letters from BIG SCARY BALIFF COMPANY LTD but not likely to end up in legal proceedings. In any case they need to know who the driver was to start it.
