Its physics, sound is made of waves of energy, the lower frequency they are the more energy they contain and the more mass required to stop them. Eggboxes are light cardboard and dont stop sound passing through, but they can reflect some very high frequencies and stop them bouncing around.

Making your space less sound-reflective will have some effect on how you perceive neighbour noise, as that sound wont be reverberating and amplifying in your space. However, it wont stop it coming through in the first place. To do that you need to put dense material in the way and stop as many pathways of travel as possible, eg by building decoupled false walls and ceilings.

Or, just get some noise cancelling headphones, or move out....
