Glasgow included it as [one of several projects in its UK Govt Levelling Up Fund bid](https://news.stv.tv/west-central/m8-cap-peoples-palace-and-winter-gardens-among-glasgows-planned-bids-for-levelling-up-fund%EF%BF%BC) last year. Announcement on funding winners expected soon I think.
