I had a few face to face appointments recently - the first time when I had something resembling long Covid for a month between September and October and I asked to be seen in person after a phone appointment and they did a chest X-ray on me after I reported almost constant pressure on my chest.
From my experience the phonecall is preferable however they will see you in some circumstances without too many issues. Looks like your GP does not subscribe to that approach though…
