Comment	16°C is bare minimum, otherwise you can create damp issues as well as affect your health. We keep ours at around 18°C if we can. I assume this place is rented? If so, complain to the landlord about the draughts (you never know, they might do something). Contact the landlord/agent and get instructions on how to control the heating. Then talk things through with your flatmate.
