If you can feel a wind from the windows you need to stop it. Any heat you have is leaking out of the flat.
You dont need fancy tools or sealant, just tape. Tape the shit out of edge of the window where it meets the frame on all four sides. The surfaces will need to be bone dry and clean for the tape to stick. Wash down with soapy water and dry thoroughly with paper towel and a hair dryer.

I used to live in part of the world that was so cold in Winter that you had to add an extra window on the outside called "storm windows".
