If you're renting you have a responsibility to maintain the flat, and it being 14 degrees or below is going to create problems with mould/mildew, not the mention the risk of the pipes cracking in the colder weather if the heating isn't coming on to thaw it out.

It sucks that your flatmate is being stingy with the heating. I lived with someone like that, it was a flat of 4 and this one guy refused to contribute towards the gas because he only ever used cold water.
