I'm not that bothered about emissions, but pedestrianised city-centers are better for businesses and public - provided you're not relying of FirstBus. Trying to frame it as a 'Boris Johnson idea' is probably his idea of being cunning; thinking to himself 'If I say this is a tory concept, all those dafties will hate it!' when it's more of a european thing than anything.
