Can't speak for all US states, but in Wisconsin servers get taxed 8% on all sales. So if a group order $100 of food, an $8 tip only brakes even. Less and the server is paying to serve you. This is how fucked tipping is in the US.
Probably also goes some way to explain why they don't get the tipping culture here.
