Yes, factoring in new build tends to be very specific in where the money goes. I bought new about 12 years ago and everything was laid out in advance with specific shares per flat.

I'm in a tenement now. We pay quite substantial factor fees and get far less done for it. Also, I have a friend round the corner in a top-floor tenement with a constantly leaking roof. Despite being factored, several flats in the close have refused to share the cost of repairs and the factors are taking no action. Her only option now is to fix it herself and go to Small Claims to force them to pay. In reality, she'll probably just take the hit herself.
