Speaking as an architect, the problem is there is zero financial clout in the public sector to realise even the most mediocre of urban design aspiration (as evidenced by the turgid reality of the Avenues Project), let alone lofty ideas like this.

Look at the major developments happening across the city in recent years - glasgow university, Barclays campus, glasgow harbour, the candleriggs quarter currently - all (maybe with the exception of the laurieston development) have been developer led, commercial projects.

There simply isn’t a commercially attractive reality for private investors to jump on board with something like this - unless significant adjacent development potential could be opened up in tandem. Unfortunately, until this changes (or substantial public sector cash becomes available), projects like the above will remain pipe dreams.

(Sorry to be so pessimistic)
