That inquiry was a waste of time and spunked millions of it's own without producing any meaningful results.

So long as the clients and contractors involved in construction projects are motivated by £££ above all else (which, spoiler, they all are) then they're always going to be overly optimistic about how quickly and cheaply they can do stuff, which in turn causes fuckups when they try to do things "efficiently" that end up leading to time & cost overruns which sometimes lead to bits of the project getting cut. Inquiries and investigations can root out specific problems on a given project, but it's like playing whac-a-mole and something else will inevitably happen on the next one. The only way to prevent it would be to change the construction industry from top to bottom
