Doesn't really answer the question but it's only worth what you're willing to pay. If it needs work and has been on the market for a good few weeks, but you're happy with the HR, then offer that. If the seller is looking for 10% over the HR despite nothing in the area selling in that region then I'd avoid it. But only you know if that's worth it and you're comfortable to pay it.

Try and get more information out of the estate agent, seller's circumstances etc. Problem is a lot of estate agents will just talk shite and wheel out the "at least 10% over" chat but interest rates are high and this isn't peak lockdown anymore. Go in with a verbal offer to test the waters, if they knock it back immediately they might tell you what to bring it closer to. They will try and force your hand early to push for a closing date. I've heard about some places in Bearsden going for ridiculous amounts but I am also seeing more places on the market for weeks/months without moving, being reduced, fixed prices and so on.
