I should have went into a bit more detail with my original post. My example was based on 2 areas very local to me. 1 of which was a dual lane main road that connected much of the east end to the motorway. this very rarely had more than 3/4 cars at the traffic lights due to the junction set up on it. This junction is now completely different due to the installation of a bike lane. This has also reduced dual lanes to 1 single lane each way. This now, at Rush hour sees easily 25 + cars sitting at the traffic lights. (idling obviously, as no one actually turns the cars off)

This isn't to mention the traffic increase at the other lights at that junction. So that's a 5/6 fold increase in idling cars at that one road point alone.

So in this example, and the other junction that is fairly similar but less traffic, it does increase emissions.

Also worth mentioning that the actual cycle lanes here are in a terrible state (only installed a few years ago) and very very rarely used. I drive / walk the dog this road often and I'm lucky to see more than 1 cyclist a day on it.

Also thanks for the information and links. I can only give a opinion based on my experience and knowledge, so the more the better.
