Unfair comparison, travel before train was Horse and cart. Going from a car to a bike isn't a comfortable downgrade for most.
Its a reply to the OP. A question was asked, this was part of my answer. Again, comparing a road network that is absolutely needed to a cycle one, which is desired, but not absolutely needed isn't the same. And my comment is also in no way suggesting that we don't improve the cycle network.
