I was buying a house last year and offered 15% over estimate, but failed to get it because someone *under* bid me, but was paying cash (it wasn't much less, like 2k I think my solicitor said)

Like how can someone get on the property ladder if an existing landlord can come in, pay *less* and get accepted because it was a quicker transaction?
