IANAL but there isn’t a statutory minimum of time that a property must be occupied after a Grounds 4 eviction, in order for it to be “legit”.
However, there is a good faith assumption; and if they can’t prove they have acted in good faith then you might have a case at tribunal.

In this instance it could be they had intentions to stay in the property long term and something changed, thus they acted in good faith.
However, if it was a repeated pattern of behaviour, or it was always obvious they would only be back temporarily (I.e. between already negotiated contracts) then that would be acting in bad faith.
