Another crazy idea - maybe we could just study the countries/cities that have successfully done it. That have gone from a car-centric model to efficient and comfortable public transport that even rich people use. To hear some folks talk about it they sound like Americans discussing the 'impossibility' of a national health service, despite the rest of the developed nations having had one for decades. Unfortunately it requires a government that cares what happens more than 2 weeks in the future.
