Both tbh. If its a random guest, what do you owe them? Just knock on the door, tell them to be quiet, and then the guest will take it up with the owner.
Whenever I stayed in airbnbs the hosts made it extremely clear to limit noise at night, or the other residents in the area would not tolerate it and the airbnb wouldn't be able to keep operating.
